A Question for the Safety & Communities Committee

Does an obnoxious barking dog fall under the "Problematic Property Owner Enforcement Policy"? Myself with some neighbors would like to get the "four complaints within a year" policy enforced which we could do within about 5 minutes on two constantly barking dogs. Who do we call? If we complain to the police, do those complaints get counted?
